Introduction

  • Leads and provides the technical safety engineering inputs for the development of basic engineering, and detail design phases.
  • Leads the review of key deliverables such as technical safety design basis, Loss prevention philosophies, and technical safety reports, Quantitative Risk Assessment, Fire and Explosion Risk Analysis, and Fire water network design analysis.
  • The major challenge for this role is maintaining effective working relationships with contractors and stakeholders (e.g. Operations and SHEQ) to ensure alignment on overall delivery of Loss Prevention scope in accordance with project requirements and plan.
  • Risk based evaluation of complex technical issues that may have significant commercial impacts to overall project execution.
  • Maintaining constructive and positive working relationship with contractors to ensure delivery of Technical Safety / Loss Prevention scope per plan and in accordance with project requirements.
  • Facilitation of risk assessment sessions with the participation of different stakeholders.
  • Expert knowledge and understanding of the fundamentals of Technical Safety engineering methodologies, software systems, and design practices as they relate to Detail Design, Construction, Commissioning, and plant Startup.

What are you going to do 

  • Coordinating and liaison with other engineering disciplines is necessary in the preparation and development of the deliverables and ensuring that other disciplines' input is incorporated.
  • Ensures quality assurance and production timing of the Loss Prevention / Process Safety engineering deliverables is in accordance with the approved project execution schedule.
  • Ensure compliance with relevant specifications as well as applicable COMPANY/ international regulations, codes and standards.
  • Participating effectively in project HAZOP, HAZID, SIL studies, and other safety workshops when required.
  • Lead / Drive contractor to deliver technical safety studies (e.g. FERA, EERA, Drop Object etc. studies and PH&RA workshops) as per execution plan.
  • Lead and facilitate Formal Risk Assessment (FRA) for the execution activities associated with the brownfield modification and stewardship the FRA reporting processes.
  • Manage and advise contractor Loss Prevention/Process Safety organization in respect to compliance with COMPANY policies and procedures; engineering and design procedures, processes and deliverables; staffing plans, personnel suitability and adequacy and the successful resolution of any claims.
  • Providing sound technical advice and solutions to a diversity of technical problems within the discipline.
  • Provide technical support related to Safety Engineering at the fabrication/construction sites, whenever required.
  • Represent the Technical Safety and Loss Prevention Engineering discipline during meetings, audits, verifications, workshops and technical reviews and be responsible for an effective and timely resolution of identified issues.
  • Act as the package responsible engineer for safety, life-saving and firefighting equipment.
  • Oversee the timely delivery of technical attachments and scope description to all Loss Prevention related purchase orders and own related technical attachments and scope description in all fabrication and construction contracts.
  • Deliver the Design Safety Case that meets the Project’s and COMPANY’s requirements

Essential skills and knowledge 

  • Minimum Bachelor degree in Chemical or Mechanical Engineering.
  • Minimum 8 years of engineering experience of brownfield modifications to oil and gas or similar facilities which must be included offshore.
  • Minimum eight years (8) years of engineering experience of brownfield modifications to oil and gas or similar facilities which must be included offshore.
  • Thorough knowledge and understanding of the fundamentals of process safety design and analysis.
  • Experience of participation in HAZOP, HAZID and SIL Rating workshops.
  • Excellent communication and presentation skills in English both written and verbal in English.
  • Excellent written and spoken English skills.

  • Good organizational skills.
  • Good computer literacy in professional and technical packages.
